Advise on bond used on garage

Hi, I have just had the first 2 courses of a garage laid.

The base is very uneven (shoddy work from a previous builder), so the brick layer advised to lay the first 2 course of block flat, to get a good level surface to work with and then build from there.

However when this has been done using stack bond instead of half bond. Is this strong enough to support the remaining courses and a roof?

Difficult to understand why stack bond has been used but provided the perps are broken on the next course it should be ok.

Thanks for the response, I decided to take the top course off and lay them again using half bond for piece of mind. Wouldn't want to get half way through the project and then get problems.
