Newbie here, i have been able to plaster used boading coat first and the use multi finishing two coats but i'm still having feeling is not smooth enough, is that anything i could do to make it better before painting, i heard i can use sandpaper.

Difficult to tell whether it’s too bad.
Try painting a couple of areas a see how it comes up
