1930's Stone House and Issues With Outside Wall

Hi,

I wonder if you could help me. Around our downstairs rear window we have paint coming off in sheets, and paint also coming off like powder onto the window sill. The area affected also goes onto the adjacent joining wall with our neighbours. There are no issues upstairs above the window, the issue seems concentrated to this one room. Could it be a condensation issue? the house is stone built 1930s with no cavity. Apologies for the quality of the photo I am away from home just now.
