Adding a cold water fill

We have recently moved house and we have only got a hot and cold water fill in the kitchen. We have no dishwasher and our washing machine only needs a cold water fill. We also have a water dispenser/ice maker fridge freezer that requires plumbing in (to a cold water fill).
How would we add a new cold water fill to the existing pipework or do we need to change the valve to a tee piece? Do we need a qualified plumber to do it?
Also, we have a puppy who chewed through our last water cable as it was running along the skirting board and she thought it would be fun one day! (much to our annoyance!) Would it be advisable to take the water pipe across the kitchen again, potentially running the same risk, or plumb it in through the ceiling using the bathroom plumbing directly above the kitchen so the dog will not be able to get near the water cable at all?
Again, how would I do this?
