Advice needed is this dry rot in upstairs skirting?

Hi everyone,

Skirting in an upstairs bedroom started to warp and come off the wall.

Behind is a paper like growth... Can you help identify what this is?

Hi mikeb87,
Looks like dry rot, was the back of the skirting board covered with a series of random ladder splits? If yes it’s time to get a specialist firm in.
