I don't think you are being 'ripped off', sounds like your leckie is telling it straight. 9.5 kW shower needs 39.9 Amps If your existing cable is buried in wall or run in trunking it can't carry that much current without over heating! If it is clipped on the surface and very short distance to fuse board it may just be on limits. I presume you mean uprated circuit protection & local isolator when you say 'big parts', well it depends on what you have now, if old shower was less than abt, 7 kW then they would have been only 30/32Amp devices & your new shower will need at least 40A items, If your leckie is registered with one of the Part P schemes which he legally must be to do work in a bath/shower room then he can't afford to over charge for work not required as you have redress through his registered body, find out who he is with, niceic/NAPIT/Elecsa
and he should ideally be government 'Trust Mark' approved, ask him! & ask for test certs. & BLDG, Control registry, if he's dodgy he'll run a mile!
