Are these regulations out of date? Is it a fire hazard?

My neighbour has built a sectional building which he uses as a workshop. The building almost touches my house leaving a clearance of about two inches. It is constructed from a timber frame and UPVC cladding which I consider to be flammable!
I have spoken to the council who viewed it and said it is ok but three surveyors have said they think it is illegal!
As I understand it an outbuilding should be 'at No point be less than one metre from a boundary' and structures built of combustible material must be at least 2 metres from the main house (although in this case it is my house).

Are these out dated rules or do they still stand?

Would the fire brigade be able to write a report and force the council to act?

any help would be appreciated.
