Bitumen will not dry

Hi I have had my parquet floor lifted, the parquet floor in places was rotten. We have had a bitumen compound painted on to the floor, it has now been 10 days and the bitumen is still tacky. So can not lay the new concrete floor, can anyone tell me what is causing the bitumen not to dry, also want can I do to correct this. Regards Sara

its probably thicker in them areas,and if the room temperature is warm then that can also be a cause.

Thanks for that, will turn the radiators off in that room, see if that helps.
