blistering paint

I have paint work in my kitchen which is blistering, its starts bubbling, then the paint flakes off the wall. Its normal emulsion and only happens on one wall(an outside wall). It doesn't feel damp at all. Is there something I can use to seal it before re-applying the emulsion or a special paint I can use which will not behave like this.

Hi,best i'v used to date is Damp Seal(availible from B&Q) can be painted on to damp walls(but won't cure the damp problem) Is spirit based,use 2 coats,and over paint with a silk or similiar tough paint. If paint peels back to bare plaster,could be wall wasn't mist coated(sealed)properly,if fairly new.Are other products,2 part paints,avail from a decent merchant,but sure the above will do the job.
