I AM NOT AN OIL BOILER ENGINEER so not qualified to give you a definitive answer.
Your boiler may have a dirty nozzle. This is for spraying the oil out of its connected pipe into the circulated air (hence the motor fan) to form an oil vapor that is then burnt in the boiler, hence if correct the term "28 second burn" Or your boiler is not igniting correctly.
You are NOT allowed to service your boiler or attempt to make repairs on it so find an oil boiler engineer, as your boiler may simply need a good service. He/she should check the tank and filter from the tank and all piping. Make sure he checks the flue pipe as this will corrode over time. Be sure he does if boiler 15 years or older.
