Brick above Window Damage - What's the issue?

Hi,

I'm trying to figure out what might've caused the damage above the window in the picture attached to this post.

I suspect a Lintel hasn't been fitted, or you wouldn't see the brick sagging like it is?

Appreciate any help or advice.
