Brick pattern weakening wall structure

I broke my cracked concrete patio next to my house. It was covering the 1st two bottom row of bricks of my wall. Now what I'm seing is that on one half of the wall the 1st two courses of bricks are laid in a normal stretcher pattern but on the other side there is a single rowlock course with a thicker mortar bed laid on top to level with the two stretcher course, (most of the concrete / mortar has partly fallen off when I smashed the concrete patio)
You can tell brickwork has been reworked because bricks and pointing are different at divide between two patterns so was it a cheap way to save bricks? If so shall I just get everything on that bit redone or can I just repoint fill the gaps where concrete / mortar came off?
Any advice is welcome because I'm kind of stuck. Cheers!
