Building a 3rd Bedroom Extension Over top of Shared Garage

Hi

My wife and I are due to move in to a new home later this year and there a couple of projects we would like to crack on with. One is a kitchen extension to the rear but that should be pretty straight forward.

The one we are unsure of is to build an additional bedroom over a shared garage.

The house is detached with a double garage connected to the property, one garage ours, the other the neighbour's. The garage does not connect to the neighbour property.

How likely is it that we would be able to add the additional room over our garage considering there is a party wall involved and what is the general process?

the foundation would have to be exposed to see if the building can take the extra weight, plans to be submitted for planning approval, neighbours consulted before hand
