Building a Fence, Little Experience but a BIG Problem

My mum is asking me to set up a fence on one side of our garden which currently lacks one.
It currently has concrete fence posts that are around 51"x3.5"x3". The posts have holes in so I know wooden posts could be fixed to this and then fence panels could be placed in around this.
However as the pictures show some of the concrete posts do not look to be in line, probably terribly built in whenever they were. What are the solutions to this problem?
Can I build around the fence posts and look to set in wooden fence posts either side? In doing so I could just put in wooden slats across the length of the fence rather then the fence posts which acts as an obstruction.
Or realistically does it require trying to take out the old fence posts? How difficult is that likely to be?

Bear in mind I am trying to do this with practically no budget whatsoever.
