This did come up when I worked for GEC and I calibrated the stress relief equipment using a voltage source and it seems back in their main premises these were compared with a Daniel cell which gives out 1 volt. But when working for another firm having send away a PATester it returned from testing without the pass points which were required to enter on the computer program. When we inquired we had to return it as they had lost the traceable records to be re-tested at which point we were told it was an old design and could not be calibrated to the new 7Mohm pass limit only the old 1Mohm limit. This rather proved to me these so called calibration houses only pay lip service to the job of testing in the same way as the PATesting guy who walks around with a spool of labels and only gets tester out when someone is looking. And two premises with known socket readings is just as good I say two just in case the supply authority alter supply in some way.
