Can anyone identify what these 2 brown ceramic vents are for? information and advice on general building topics, builders merchants, problem builders, DIY Stores etc....

Hi there, I wondered if anyone could identify what these two brown ceramic (vents?) are for there is one on the outside of the kitchen wall and one on the outside of the small bedroom on the first floor. They are embossed 'The Dean'. I am concerned they may be related to gas somehow as there is what appears to be a lead pipe coming through the skirting board which isn't connected to anything. I only just discovered the pipe when I started redecorating. It must have been like this for 40 years as it was my parents house and I know there wasn't a gas fire there since they bought it. I really appreciate anyones opinions, thanks!
