can I get away without digging up the floors

I wish to lay new floors in my ground floor utiltiy room and ajoining toilet.

Neither room has a membrane, the utitlity room has a concrete floor and the toilet a coarse of bricks.

If I don't dig up the floors which would disturb the plumbing and electrics I can build up to a maximum of 4cm in the utitlity room and 10cm in the toilet.

I wish to put a floating solid wood floor in the utility room and ceramic floor tiles in the toilet - Can I get away without digging up the floors?
