Ceramica Naples Space Saving Toilet Cistern has no Holes

I have a Ceramica naples toilet, the space saving kind and I have recived a replacement cistern because I believe that the first one was wrong but the second has turned up exactly the same. Neither have any holes that join the cistern to the toilet basin.....Am I wrong or am I going mad?

Anbosy have any experience with this brand or model?
