Chandelier Installation Query

My first question here, so hi everyone :)

I'm trying to install a chandelier for the first time into my living room ceiling, and I'm having some issues working out how to approach this.

I'm living in a freshly renovated Victorian house with new ceiling, new joists and a new ceiling rose which we had done 1yr ago by our builder after we bought the property. The chandelier that I want to install weighs more than 5kg, so I don't think I can just screw this into the plasterboard ceiling. I think it needs to be hanging from the joist.

I'm wondering whether my builder forgot to set the ceiling rose up to hang a chandelier, because I can't see how I could do this myself now without taking up the floorboards in the bedroom above the living room.

Is this the right way to approach this, or am I completely missing something?

Since you have no idea how it was left, you will have to as you said take the floorboards up in the room above and have a look. Don't even try to fix to plasterboard.
