Changing From Polycarbonate to a Flat Roof for Conservatory

Our house had a conservatory/sun room when we bought the property. The room was made up of the following; one wall of which is the outer wall of the house, the other wall is a built up single skin brick wall (which was previously the garden wall), the third wall is the garage wall (also single skin). The roof was a wooden frame with poly carbonate sheets. A builder has converted the roof to a flat roof system complete with new ceiling joists at 400 centres, new warm roof celotex insulation, plaster board and plaster finish. My question is would you consider all this to be compliant with building regulations (in particular the single skin former garden wall)? Should we have been issued with a certificate of completion from the builder on completion?

Arrange for a planning surveyor to call, check and sign it off.....its doubtful he/she will I’m afraid. There may be a charge for the service.
