Just moved into a new house. The cold tap in the kitchen has a strange behaviour.

When you turn it on slowly nothing happens, then there is a sudden clunk and the tap comes on at full power. You can then dial it back to a normal flow rate and clean up all the water.

Any ideas? Easy fix?

It's a common problem,
I am not sure you are talking about sink tape or simple
If you are using with a sink faucet, check the supply valves underneath it move it counterclockwise until they will go to open them entirely.
