concrete cancer?

I have a garden wall the concrete of which keeps developing salt-like crystals and crumbling away. Brushing away the loose material and replacing with fresh concrete does not seem to work. I think the wall itself was built in the sixties-is this likely to be concrete cancer and is there a cure for the problem. The soil behibd it is pretty rubbish so I was going to infill to a depth of a couple of feet with better soil-but not if the wall is likely to collapse!

Your wall is spalling because damp is coming through from the back. Replacing the soil behind it will not make any difference.
