Condensation or rising damp on party wall?

Hi, This damp patch has been in place for about two years on a party wall, in the corner away from the chimney breast. The room is quite cold, and there are a few small mould spots on the bay area, but the room is not excessively humid. There is no mould on the damp patch, no tide marks, nothing that looks like salts, no smell of damp. The paint is flaking off at bit. The house is 1900s and I have been assured there is a DPC in place. I don't think it is a plumbing leak. Can anyone tell if it is condensation or rising damp? If it's rising damp would the neighbour have it too? Thanks in advance.

Hi caroellio,
If on of the walls into the corner is an outside wall, suggest you look for possible causes outside.

Sadly it's not on an outside wall, but against the inside party wall. According the the neighbour there are no problems on their side, but I haven't seen for myself......

Hi caroellio,
Is the wall on the left of the last three pics the party wall? with the chimney breast on the right and what is it that is clipped to the skirting board?
