I want to paint/spruce up my cellar. I don't intend to use it as a room I could live in, more a room to store and also for my boyfriend to do his weights in.

I've emptied it out and the majority of the wall space is slightly damp. What are the best steps to take?
I was thinking...
1. wire brush the walls
2. get a dehumidifier to dry out walls/room
3. use a fungicidal solution on walls
4. paint with an anti-damp paint

Would this be the right way to go about it?

It will do as a temporary measure but damp paint has a habit of coming "unstuck" from a damp wall. We always say that covering anything with a damp paint is dealing with the effect when really, fo a good job, you need to deal with the cause. The cause here is obviously water getting into the wall and this can be dealt with by a few methods. See project on underground waterproofing for some ideas. Its fairly expensive but you only need to do it once and it adds value to your property for resale at any time.
