Correct primer for wall with peeling emulsion

Hello I wish to hang some liming paper but when I stripped the old paper some of the emulsion underneath peeled off so I was wondering what kind of primer I could use to seal it first. I thought of Zinzer 123 but am not sure.Could you please advise me? thanks

Just size the wall, let it dry and then paper.
