crumbling plaster post damp proofing

I would really appreciate some advice .
We had a new chemical damp proof course done as a requirement for our mortgage on our 1960s semi in 1995. A 20 year guarentee exists.
Since then there has been evidence of the plaster crumbling under wallpapered areas and in some emulsioned areas.
We did not redecorate till a year after the work was completed as instructed.
The company did all the work themselves including the skirting boards.
On contacting the company they require £115 before they will look at the problem and with that money all the paperwork relating to the work previously carried out.
We cannot identify any obvious causes for the crumbling plaster.
Any ideas what it might be?
Have we got a good chance of having the plaster work redone under guarantee and thus our £115 refunded?
Has any one succeeded in having work redone on their damp proof course under guarantee ?
I can't help but feel a bit like a lamb going to the slaughter in the hands of this company.

Suggest you get a surveyor to have a look and give you a verbal report, you can then decide whether it is worth persuing the installing company.
