Damp brickwork next to gas meter Information, help and advice on many gas related subjects from gas fires to domestic appliances

Hey Folks, would really appreciate some opinions on what this could be. (See image) gas meter is directly above, on the other side of the wall there is are no appliances of any sort. Outlet pipe(?) leads to no where. Clearly something is leaking...?

The waste pipe is leaking - if it goes nowhere cut it out and make good brickwork.
