Damp inside bays - poor pointing

Hi

Sorry if this is a silly question, but I am investigating damp on the inside of two bays of my house. The bays are double skinned. The outer / external wall pointing at the level above and below the DPC is very poor, with large gaps in a few places and also around the vents.

Is it possible this poor pointing is causing damp on the inside? The internal floor level is slightly below the DPC and the damp is appearing latterally at the edge of the concrete floor slab.
