DAMP ON CONCRETE DOOR STEP

hi,can anyone help, my concrete doorstep in the hallway is getting wet in the corner, it is only on the top of the step (6inches by 3inches) i thought rain was getting through my upvc door trims , so i put new sealant on, but it is still wet, so i took the skirting off it was damp, the plaster and cement was very dry and flakey, i removed this to see if it would dry out,that was 2 days ago, where i removed the cement and plaster is dry it is only wet on the step, could it be condensation or somthing else , and what can i do to remedy this (cheap if possible)thanks,skippy

check if its comming through the door.
Hose the entire door first and check for water
if waters comming through I would remove a small section of plaster below skirting height at the base of the door jamb clear all debris from the side of the jamb and use a small amount of expanding foam to seal any gaps.
