Damp on internal wall

I have a split level house built on the side of a hill. The part 'up the hill' is supported by a 'cellar' of single skin and did not require a DPC. (The DPC is on top of the walls but below habitable areas. We have converted part of the cellar into a utility room. On one internal wall I have got a small damp patch which I assume is coming up through the foundation which is only 2-5 cms below.

I am trying a DPC cream inserted on the other side of the wall into the mortar line immediately above the foundation and this is in the process of curing.
In trying to do a two pronged attack, do you know of a product please that I can apply directly on to the wall, (first removing the damp plaster), to remove any damp on that surface, and then replaster.
