I moved into a house 3 years ago which was built in the 70s and has a front door step 2 bricks high topped with red tiles. These tiles have constantly produced a white bloom. I have tried 2 types of specialist paint (Ronseal Diamond was the last one) and both peeled very quickly, and I have now had to remove the paint completely. I had assumed that the damp proof course of the house (which is visible) followed into the step in between bricks 1 and 2 but am now not so sure. I need to retile the step but should I put in a damp proof membrane between the top brick and tile or is something else needed such as rebuilding the step?
