Decking nightmare and how to srtip off existing coating

We have just moved into a new house and the decking is in a sorry state. It’s been stained previously, but don’t know when and with what. We have tried sanding with an orbital sander, power washing and then using OSMO paint remover gel (following the instructions to the letter) and nothing is shifting the stain! It’s quite a big area of decking and we don’t have the budget to rip it up and start again, although that’s what we would dearly love to do. We just want the boards stripped back so we can apply oil. We are loathe to try other brands of stripper, ie Ronseal, in case we get the same result - and reviews for that particular product are poor anyway. Anyone got any ideas?!
