Difficulty with Plaster That's Been Painted With Silk

Hi,

We moved into a house ra few months ago and was told the plaster had been redone recently. We’ve repainted Matt paint over silk after sanding and priming and have ended up with lots of patches all over the wall (I’ll pop picture below). It is like this is in every room. Upstairs the silk paint is peeling so I’ve continued to peel to look at the plaster. Some of the plaster looks okay but some is rough and there’s also patched which feel, cold, hard and shiny as if something has been put over the plaster in patches. Could anyone advice us what to do please? We are wanting to use Matt paint on this wall but don’t know where to start. Thank you.
