DO I NEED A VENT?

I RECENTLY BROUGHT A new house and had the chimney blocked and replatered,do i need to put a vent on the chimney breast?

My parent live on the same block(both houses are identical) and theyve had their chimney blocked for over 10 years now and dont have any problems, i was told i may get damp???????

yeah put a vent in. cost pennies so why not?
