Dodgy brush in pointing?

Some guys put in a patio for us a few days ago and used brush in pointing. See picture. Is this how it should look? I wasnt expecting it to be so grainy/bobbly. It is mostly set but springy in places and crumbly where wonky.

Is this how pointing should look? Er no!
You will probably be raking it out and having it done properly next year.
