Double Switch for Ceiling Lights - Help Please

Hi Guys
In the backroom of my house there is two ceiling light fittings, one of which was disconnected a few years ago. I was looking to reconnect this light and removed the double light switch to see if I could just reconnect the wires.
Inside the switch was the following:

1 red wire and 1 yellow wire connected to the first switch
2 earth wires earthed
2 black wires and 1 blue wire taped off together and
1 red wire taped off itself

Can anyone advise how I should proceed???????

Need to know more about the first ceiling rose, and cables therein.
