Double Switch for Ceiling Lights - Help Please Ask questions and find answers to many subjects relating to electrics and electrical work

Hi Guys
In the backroom of my house there is two ceiling light fittings, one of which was disconnected a few years ago. I was looking to reconnect this light and removed the double light switch to see if I could just reconnect the wires.
Inside the switch was the following:

1 red wire and 1 yellow wire connected to the first switch
2 earth wires earthed
2 black wires and 1 blue wire taped off together and
1 red wire taped off itself

Can anyone advise how I should proceed???????

Need to know more about the first ceiling rose, and cables therein.
