Duel Fuel Towel Rail Query

I’ve just moved into a new property and from a process of elimination I have worked out I have a duel fuel radiator/heated towel rail.
The good news is that when I switch on the electric it works.
But when I turn the electric off and the central heating comes on, there’s nothing!
The internet tells me that I need to adjust the flow valve on and off. I’m made the assumption that the flow valve is currently off thus preventing flow from the central heating. The problem is, I don’t know how or what to adjust to get the heating to work through it?
Do I need to call someone out or is this an easy fix?

Hi vivienne
There should be a valve on one side of the radiator that you can turn - open this fully anti-clockwise as you look at the end. On the other side there should be another valve which you cannot adjust without taking off the cap (you may need to remove a screw) again turn anti-clockwise, about 1 turn and see if this solves the problem.
