Energy saving light bulbs

New build 4 years of no problems a fault has occurred in the kitchen area witch has 2way 6 8watt screwed energy saving lamps, have changed 5 over the years. The kitchen area is lit all day due to wife's poor eyesight. Whilst switching off, the lights stay on, tried the second switch this stayed on, after switching the 2gang plate for 12 to 17 times eventually the lamps turned off. Have changed one 2gang switch plate with no success, would it be the lamps causing this problem.

or the bulbs? I don't have too much experience in this area but I bought the MK-1 bulbs for use with a special low load dimmer, and 2 of the 4 I bought didn't work....
