Fence of Wall Dilemma and Construction of Shed/Workshop

Hi, my first post to DIY Doctor!
Freshly retired, I now have time to start some DIY projects :) I am not massively skilled, but YouTube can be very informative!

The bottom of my garden is overgrown and a tad wild. I am planning to clear the area and build a shed and workshop. Effectively one large wooden shed which I will partition for a shed/storage area.

My dilemma is the rear and sides of the building. If I go completely wooden then I would need to treat the wood on a regular basis to avoid rot etc. Therefore I would need to move the building in from my boundary to access the rear and sides.

I was thinking an alternative would be to build a wall using concrete blocks which would be built on my boundary line. The front and roof could then be built with wood.

My concern would be the cost increase to the build and would I then require permission, planning etc etc.

I would appreciate any thoughts on this and if the cost of using concrete blocks would massively increase the cost instead of using wood.

I am completely new to this, so please be gentle!
