First Floor Conservatory

Hi

We have just bought a new place and need a bit more space for the kids. It is a one bedroom first floor flat with a good size terrace. We applied for an extension onto the terrace to extend the kitchen to make it into a kitchen/diner. Due to light we were refused as the neighbour has a skylight close to the party wall. Someone has suggested building a conservatory so I have a few questions which I hope someone can help with:

1) Do you think this can make a difference to the planning? (Difficult question)
2) Do we need to underpin the wall or put in any beams in the flat below? (Its a house conversion with 2 flats)
3) Anything we should watch out for?
