Fixing Quarry Tiles and Bringing Them up to Desired Height

I'm adding some 6mm thick quarry tiles to an area of low footfall floor that has been stripped and screeded with sand and cement. I need to bring the level up to the existing quarry tiles which are 15mm thick, so there is a depth of 9mm to make up. Can I do that with adhesive, or should I add another depth of screed say 4-5mm?

Suggest you use self-levelling compound preferably one including latex - an ordinary sand/cement mix is not very good for the thickness you have..
