Floor joist running same direction as floorboards

Hi , Can anybody explain why the tongue and groove floorboards are running the same direction as the joists? Its the same in the loft which is partially boarded.

Hi toby2019.
Accepting what you say, if there was no support for the floorboards between the joists you would have springing areas between the joists. Either there is something like a chipboard floor under the floorboards or noggins have been fitted between the joists.
