I am planning on working on my ground-floor kitchen floor. It's at the back of a typical mid terrace victorian house. The problems are:

1. The concrete under the vinyl is damp
2. The floor is not even or level
3. The floor level is 7 inches lower than the rest of the ground floor - only a cosmetic point

The rest of the ground floor has suspended floor boards. I am thinking of putting in a suspended floor in the kitchen with insulation between the timbers and a water underfloor heating system. Above the boards I would have board and then floor tiles. Is this wise? What should I do to prevent the damp coming further up?

You need to rip out the vinyl and let the floor dry out as best as possible, maybe source the damp and take care of that.
Then preparation wise..
You need to create a DPM..On a solid floor we use a neoprene primer, a pva primer may work just aswell, but the neoprene is industry standard for flooring.
The a latex screed should be layed ..

This can be done DIY, but as a professional floor layer, it maybe a job for a pro..
