Hi terry2004,
You could take the tap apart and replace the washer but quickest and easiest to replace the tap complete which will cost around £6.

Hi terry004,
If the existing tap has a non-return valve this will have been deformed by freezing so replacement is the simplest option.

Hi terry004,
If you look at the body of the tap if there are two screws underneath prior to the main body of the tap then there is an NRV.

If the tap has a plastic check valve inside its probably that which is stopping the tap from working. prise out all the plastic and the little spring and refit. Not strictly legal as it should have the check valve but it will at least work.

Worth investing in a tap cover. I like the pyramid ones that seal against the wall.
