Garden wall

I'm wanting a garden wall building, I wanted an all in price for lifting block paving, digging out and laying foundations, building approx 18m single leaf wall with soldier course, this will include approximately 9 or 10 pillars, then cutting and relaying the block paving to fit.

I have had 2 quotes off builders, who have measured up etc. and 2 off builders by e-mail (haven't been out to measure up) They range from £1200 all in to £3600 all in. The £1200 one I have seen his work, and it's to a high standard.

First Question is, is this a fair price for the work described ? and why do costs vary so much, is the £3600 one OTT ?

Secondly, does anyone know if planning permission is required. There's no boundary wall or fence in place at the moment. Should be no higher 1.5 metre's and there's only 2ft between garden boundary and highway to a highway.

Are you buying all materials? if so 1200 is a good price, maybe the 3k plus thinks he supplying gear?
