Gravel board as retaining wall?

Hi all,

I'm replacing a fence. The neighbour's garden is about a foot lower and the retaining wall has subsided. If I took out the old wall and put in 9ft concrete posts could I use 12 inch concrete gravel boards to make a new retaining wall?

Or am I asking for the fence to subside over time?

ojr,
Depending on the ground conditions you may need to sink the posts in by 3ft, less 1ft for the retaining part will leave you with a maximum 5ft fence panel.
