Guess I Need a Radiator Power Flush to Fix Slow Heating and Cold Spots?

Hello,

heating up our radiators (Gas boiler) in our 2 bedroom flat has been a pain since we bought the flat 4yrs ago: It takes long to heat up, radiators have cool patches and it is impossible to get all of them properly warm at the same time so that a cold winter is just too much for it.
The radiators have been bled several times and balanced a couple of times by a plumber, still it is rather getting worse. Back then the plumber mentioned, a power flush could be the solution.

I am OK of course to take the costs for a power flush, but want to make sure that it is the right thing to do and that I have a proper overview of the costs. Can someone give me an idea, what it should (roughly) costs to check the problem and if a flush is needed, what ballpark number that would be.

The radiators are rather old and do show that, so I would be open for the idea of replacing them altogether, if it makes more sense than doing the power flush.
But does the power flush work mostly on the radiators itself or could the problem be the piping as well?

I would appreciate if someone can give an amateur who has never dealt with that a good starting idea.
