has the dimmer switch blown?

I'm trying to change a landing ceiling light fixture. The problem I have had is that the new lights don't work when wired up to the corresponding old wires. 2 black from the ceiling cables to the light fitting blue, 1 black to the brown. This one was marked with a label therefore I assume is the light switch. One of the other blacks was labeled as well, but I fixed these wires in exactly the same position to the new fitting.(Earth to earth) The old light fitting of 8 small 12v bulbs, I am now remembering weren't working but I thought a bulb had blown using the upstairs switch or the downstairs dimmer hadn't been turning them on.
So could the reason my new light fitting doesn't work is because there is a problem with the dimmer switch? I would really appreciate any advice on this problem .thanks :(
