Help Fencing on the Top of a Drop-Off for About 6 Meter Run

Imagine a hill and then imagine fencing across it horizontally. At a point we have a drive cut into this hill and we have to find a way to continue a fence across the top for a distance of about 6m with a turn half way through.
Currently the previous owners used posts just in the soil on the top of the step but its very unstable. There's a drop of about 60cm off the top to the drive and the earth needs to be held back along this 6m edge.

Help!

you will need to step the fencing to rise over the hill, Bury the 1st panel into the hill as much as you dare, then raise the next panel as much as you can
