Help Understanding Plans and Use of Marley Modern Tiles

I'm having a dormer conversion and the dormer will have a very shallow pitch of around 12.5 degrees. The existing tiles on my roof are marley modern.

This is what my plans say: "Sloping roof: matching tiles on laths on counter laths on mineral felt on plywood on 125x50 spars at 400 cts felt torched to plywood to same spec as flat roof below shallow pitch to tiles. Tiles to be suitable for pitch."

I'm a bit confused here. Marley moderns won't go down to anything like 12.5 degrees, so I can't have 'matching' tiles, surely? Or is the idea to have the tiles look pretty but the felt underneath provide the waterproof layer - is that why it says 'to same spec as flat roof', and to have counter laths so any water can escape?

you will have to just felt it, on that degree of pitch, Tiles wont work, ask the building inspector for confirmation
